Happy New Year, with a new HELGA version to come soon

Undoubtly the highlight will be the redesigned screen to manage the runners who have not yet arrived at the Finish.

Various sortings can be applied, and the list can be filtered on the different states of the "did not start" flag.

Additionally, some more improvements and bugfixes:
- Copy From.. Competition also copies start fees
- Standard competition fee fields locked when Advanced fees have been defined
- AnimO parameters now stored in Configuration table
- The RouteGadget2 export uses now course name+length as description
- Relay HTML export filters added (header only; header with last runner)
- Improved export to START for multi day events

Q: why still 2016/01 ?
A: because I'm working on a bigger new feature that will be released as a major new version, towards the end of the year..
